Jenny McElwain

Jenny McElwain is a Senior Consultant in Navigator’s Toronto office, where she provides counsel on strategic communications, issues management, and government relations mandates.

She has worked across diverse sectors, helping Canadian businesses, non-profits, and public figures navigate complex challenges, protect their reputations, and engage stakeholders effectively. Jenny has played a key role in several national activation and persuasion campaigns, supporting organizations in engaging the public, addressing existential policy issues, and achieving their goals.

Prior to joining Navigator, Jenny worked at Ontario’s Ministry of Transportation where she assisted in the delivery of Toronto’s Priority Subway Projects and the Transit-Oriented Communities Program. In addition, she worked for Global Affairs Canada as part of the Commercial Trade team at the High Commission of Canada in Canberra, Australia.

Jenny holds a Master of Public Policy from the Munk School of Global Affairs and Public Policy and a Bachelor of Arts in Political Science from Western University.
